I'm not sure what you mean by host an xbox server from PC but rentable Xbox servers are coming for Ark. I believe WC said it wouldn't be until Sept/Oct sometime. But I'll answer your question to the best of my ability anyway, on PC there was a 2gb update released not long ago. Xbox and PS4 have both received their respective updates also. The only thing we are now all waiting on are the servers to come back up. So to answer your question, provided you have updated your game to the now latest version, then you now have the full official release of Ark and are able to play in single player while waiting for the servers to come back up. I agree, release day and pretty much half the day is gone already.
