I would go to swamp cave and insist on it if on the Island, but that is me, I rather avoid water if possible and I do have a few powerful mounts that can go in there. You will need gas mask though. The Swamp Cave can drop a higher quality Rex Saddle BP, but the Underwater cave is not too shabby either. I just shoot for the ultimate though.
