Why announce a date when you can't deliver

They gave a release date meaning they should have put in for the cert with enough time, they have been going through this cert process for many years and thus should know and anticipate the time the process takes.

 

Using cert as a reason for delay is not good enough by now.

 

They just want to use PC as a guinea pig test platform for the DLC to see whether there are any major game crippling bugs.

Those approval processes are extremely in depth and very important. The requirement for those cert approvals are outlined very well and freely available. It shouldn't be difficult to verify cert requirements before submitting to cert.

Failing certification is not the platform's fault.

That's like blaming the DMV for refusing to certify your car roadworthy when your car is missing a windshield, missing an axle, and billows black smoke.
