Had the very same issue and they spend a lenghty (copy/paste) reaction explaining they were too busy with stuck characters and other real issues. Depending on the tribe settings you need ownership or admin rights to manage your tribe and allies. If the base and structures are expendable, your quickest option is putting all mats and dino's in pinlocked storage, leave tribe, create new tribe and collect your belongings using the pincode. If the area of your base is important to you, build that storage outside the area and tear down that base before leaving the tribe. Recently they stopped doing it and their final response time to "unimportant" tickets is somewhere between 2 and 3 weeks. You can try but starting over with a new tribe and "robbing" your old tribe saves you a lot of time.
