They can just spawn upto 20% higher than the spawn limit. So on an official server they can spawn upto 180, and therefore have higher stats. They have the POTENTIAL for higher stat values. 20% higher max level means 30 more levels of points for a wild dino to distribute to stats, or waste. Means more bonus levels post-tame as well. But again, its all random. I have a 54-point HP Tek Stego, but also many Tek Stegos that tamed out with 30-40 points in HP. Potential. That's all Tek Dinos have.
