Just look at the number of posts in the bug forum the dedicated forum, the general forum, and the game suggestions forum all related to dedicated server administration issues. Fly doesn't doesn't fly like you think it would, but is more a float. Even folks who know there is a teleport command can't figure out how to use it properly.
