Mine has been stuck in a Server Stopping loop since yesterday morning and it wouldn't load to play on at all. Must wondering if it's just me. I sent a support ticket in yesterday but nothing yet. Sorry if I posted this in the wrong area. Well for my server I have noticed that stopping via the mobile app can take a while. If I want to force stop it I go on my lap top and bring it up in the browser and click stop multiple times. It will force stop the server without saving. For some reason the app doesnt let you do this. This is not the proper way to shut down the server but when it gets buggy like you explained above its what I do.
