Fix Ark. Put character uploads back in for PS4 dedicated servers

And yet we still can't swap maps on our dedicated consoles as you still haven't put the upload button back in after a year or more of support tickets and forum posts 

Who cares about the release date. There's hundreds of console users that can't use this content on their servers without having the upload button back. I have a PS4 set up as a dedicated server and there's no way for players on it to change maps. I have paid for everything twice and can't use half the content with my server. I can't transfer as there's no other server and even if there was, consoles don't cluster. This will be the third map I own without ever seeing. 

No upload button so I can't switch maps on my single server even though I own them all. As far as I'm concerned this dlc is just going be more stuff I can't use with my character even with 2 psn profiles and 2 season passes. As usual Wildcard give notifications on here but ignore every reported issue
