Aside from the adults being as rare as they are + only eating sulfur, I'd imagine the eggs themselves would take a long time to hatch, while needing to be kept at an unnaturally high temperature (possibly higher than wyvern egg requirement)
The breeding cooldown should also be incredibly long, considering how many utilities the phoenix itself has.
