Mods and game not starting

Hello, I have a few problems playing at all can anybody help?

first of all whenever I try to load up a single player or join another players server, the game will often freeze making the background fog stop, and wolnt do anything, and if it dosent do that, it will let me create charecter then load up the bottom 1/8 of the screen and just freezes. 
when I try to play with mods it freezes on the first primal game date bp every time

i have only played when I host a non dedicated... can someone help explain why and how to fix?
