The best areas on the map are blocked off as no build areas, despite numerous times Ragnarok was promoted with building in the ruins in mind.
I'm not even talking about artifact ruins or the mini-boss caves, though it's also worth noting those ignore server settings too. I'm talking about purely aesthetic ruins, completely cut off from building.
It is ridiculous that Ragnarok has areas that ignore server settings. If we are going to spend our own money to host a server we want to be able to use the settings the game is advertising.
