How do I install the Primitive+ DLC?

I've been unable to install the Primitive+ DLC and wondered if anyone knows of a solution.

I visit the DLC page: http://store.steampowered.com/app/508150/ and click on the download option. This starts ARK, but does not download or install Primitive+.

The DLC does not show my installed DLC list. However other DLC I've installed such as Ragnarok and TheCenter do show as installed. 

I've tried clearing steam download cache, changing download region, validating game files - all with no difference.

Hello,

Please try the following:
Exit Steam entirely.
Browse to your Steam installation (Usually C:\Program Files(x86)\Steam\)
Rename the "steamapps" folder to "old_steamapps"
Re-launch Steam and then go to the DLC page and press download, then cancel, check if the DLC has been added to your library then re-install the game.
Once the installation is complete, test the issue again.

If this resolves the issue, you may copy the new files into the "old_steamapps" folder and rename it to "steamapps" to restore your other games without re-downloading.

If the issue is not resolved, you can rename the folder back to avoid having to re-install other games.
