Transmitter says cant upload. Survivor in upload already?

Can't find a solution anywhere online.. -
When I try to transfer servers it says I can't, because I already have a survivor in upload? Then when I try to leave the transmitter menu. It says please wait- attempting to transfer. But I never works. I've killed myself, hopped to the other world, everything. What do I do?
