Has there been any word yet on if and when server transfers might open?

How does it work? Do you select the server map to be downloaded or it downloads all maps you have been on? I ask because I don't remember what was the last map my character was on before it sunsetted

Could you please explain this a little more as I am not understanding the Tip part..
