Switching from PVE to PVP with console commands? xboxone

Is there a console command to switch between pvp and pve? I have a server that is pve with a pvp saturday. and on saturday I have to shut down the server to switch to PVP....which almost always results in my server no longer showing up in the server list, and all of my server loyals being pissed that the server is offline. I tell them to add my gamertag to make sure they can see the server. But they all don't do that. I just want to be able to switch back in forth without potentially losing all of the people in my server. 

ALSO....ive been trying to post a message of the day asking people to add the gamertag so they can see the server when its not in the list. Ive managed to figure out how to do the message of the day. But it doesn't show up when people log in. It only shows up when i do "cheat showmessageoftheday" is there a way to make it show up for people as soon as they log in?

This is all xbox one btw.

Thanks for the post. I'm also looking at running a dedicated server. Doing my research now to get up and running with logistics, etc.. Hoping I can bump this and get someone to answer.
