Why? Tons of 'dead' time in the game:
Almost every mechanic in the game is limited by some kind of cooldown (smelting, crafting, cryosickness, transfer timers, breeding, etc to name a few)
Resource intensive game:
It's just not possible for some people to just alt tab and play a League of Legends match or any other game while waiting for some cooldown in ARK, so a lot of times the best option is probably to just completely close the game.
Long loading times:
Your only two options right now are either you keep ARK open while waiting for something or you close it and then you will have to wait for all the game files to load, which still takes some time to load even on an SSD.
Other games use this feature:

There's a ton of ways of going around this feature, but basically you need two things happening:
A way to reduce /limit resource consumption(Example: Reducing the FPS to 1-2, changing the resolution to a minimal value)
Minimizing the window and putting it on the taskbar tray
We already have the code in the game to change resolution (game settings) and to limit fps (t.maxfps console command) so all the devs would have to do is create a button that executes these two things and then minimizes the window to tray.
