The steam server is far smaller file size and much easier to manage while an xbox server is almost pointless to run on a PC due to connection issues as well as having to install the entire game to run. Give us a stand alone server instance already so we can run our own servers without all the issues as well as develop tools for managing these servers like Ark server manager.
