I've done a lot of looking around and it seems there's no way to change how tribe shared XP works, so I suggest providing settings to modify the range and rate XP is shared between tribe members.
My group of friends want to play on a private server where total XP is reduced to about 30%, but is shared 100% and at infinite range to create the effect that we're leveling as a Tribe rather than as individuals. Unless somebody knows of file somewhere that the values can be changed, this doesn't seem possible currently.
