INSTALL/UPDATE SERVER ERROR

I'm trying to create a server ark , but when i'm try to INSTALL/UPDATE appear this

Is the first time , i'm have do others servers and worked , but this time this appear , im tried to reinstall the steam , but dont work , Helppp!!!
