How to report a server where a tribe causes massive lags by building a massive oversized and useless strukture?

Iam not sure whats happen, but if i want to connect to this Server, i only get a connection timeout. I dont understand whats wrong, but this server is full or i cant connect. Can anyone explain? Any Ideas what i can do?
