Is the submit a ticket page broken?

Is it supposed to be?  Or has it been taken down because of the launch of Ark Ascended?

 

When I click on it, nothing happens.  I've tried 2 different browsers.  Doing a search of the forums, no one else seems to be complaining about it.  At first, I thought I might need to be logged in, so that's why I made a forum account and started posting.
