I get what he is saying to a point but there is the option to move out of Louisiana. I mean it's a great state and all, the food, not to mention Marti Gras, but if you are an adult you have the choice to move and you chose to live there knowing that most, if not all of the state is below sea level and the risk of major, catastrophic flooding is real. IE katrina, or tornadoes in the midwest. If you cannot move for one reason or another I feel for you but knowing there is other options and still choosing to stay in the path of possible destruction is IMO ridiculous. Call me cold hearted, but I would bet I'm not the only one to think this
