That's talking about a new DLC in Q4 2023 which obviously never happened. On the official roadmap image it just states Ark Survival Ascended Surprise for Nov 2024. During ExtraLife last December Jeremy just referred to it as a surprise but that it was gameplay related. He then went on to say new canonical story DLCs will come after all ASE canonical maps are out, which would put it after Gen 2 in 2025. So what you quoted is not necessarily related to the surprise.

Why would they remove it? Aberration is underground and never sees daylight, therefore Megalosaurus wouldn't change. If they changed how it previously worked in ASE then it would pretty much make Megalosaurus useless.

No, all the old maps are included in the base price for ASE. The only maps that will cost money are any new story DLCs that they make.
