Ah, that's unfortunate. I didn't have that issue after setting to Fullscreen. I am able to set to 100 scaling and it be native. I wonder if there is a console command that can set the scaling for you or if Geforce Experience can override the settings with its suggested before you change them.

Check that your set to Fullscreen mode and not the default WindowedFullscreen mode. I had to set this in order to change my resolution at all. It seems like WindowedFullscreen goes based on your desktop resolution AND scaling settings on your OS. In my case I am 4k resolution on desktop with 150% scaling (closed to 1440p it seems) and the game always seemed to be the same resolution no matter what I changed it to.
