If you are transferring your character from the Island to Scorched Earth then you can transfer your character and levels. Nothing else, but you keep the levels. You go to an Obelisk on the Island and upload your character data there. Then go back to the ARK homepage and load a game or server for Scorched Earth. Then you download your character data. Or if you accidentally start a new character then you just die and spawn a new character at which point you'd chose to download your character data.
