Make Explorer Notes/Bob Tall Tales notes be account bound.

This should have already been done in default, so that if you got all the explorer notes with single character in official server it should mark your account as all notes found so that when you create new character they should already have the extra levels unlocked on official.

but also no, each character is a reality in itself disconnected from the others

I don't know recently I noticed my imprint carries over to newly made character on 1x so I assumed if that was possible, it should also be possible to have notes be linked across characters.

To be honest getting lvls from notes was a dumb idea, you can tell WC dont test or play their game
