Charge stations

So out of curiosity and the fact that someone is telling me is not allowed,  are we allowed to build in a charge station I mean as in build a base round it like box it in is this allowed or do we have to allow access

See there was never this issue in ase nobody came up telling people that they had to allow access and I remember loads of these stations boxed off
