How to set password for Non-dedicated?

When I set up a Non-dedicated session it pops up with a password box but this password is not to prevent access to my server it is only for the Console Commands. If I selected the box for Private Match then my game is now not findable through Steam so my friend can not join me. Even if they try to join me through the Steam friends list it only gives the option to Watch. I also can not invite them to my server either. If I do not check the box for a private match then I have random people periodically joining my server. What is the point for a Private Non-dedicated match option when I could just select single player in the first place? How do I set Ark up to play with a friend with it being public?
