This looks like a cannon dossier image, I think its Mei Yin... Not sure what dossier this is but also not sure how you got to this image and came to the conclusion the armor is present in-game... A lot of content in the dossiers and the images in them do not match the actual game content... If there are any clothing mods for this particular armor, search for Mei Yin apparel or clothing mod...
