Textures loading unloading possible given me seizer

i can't figure out for life of me how to fix this it loads high quality textures then 1ms loads the low res textures on terrian  most other objects are okay beside slike friges lights and fabricator n stuff glowing lights are just intense  and look low res but high bloom it's weird

but i've cleared my shader cashe on my video card i'm running a rx 570 8gig  ryzen 3 3200g cpu cpu runs game just fine and i hit over 119 frames in game so not sure why this is happening i do have drivers up to date i have max performance power settings
