pve server limit high dino stats??

hello to all I have a question that disturbs me a little at the moment it is in relation to the breeding of dinos I changed the map for valguero but now that I am doing rexes I have max 223lv on the incubator and when it hatched they all come out 1.2-1.3 k melee the same for my giga whereas on the island it was 1.4 now they are at 1.2 it looks like the server is limiting dinos it's possible that on certain map the stats of the dinos are limited? because I heard people say that they had more than 4 on rexes how do you do it? do I have to change maps to try to breed stronger dinos? because the island I did not have this problem with the same dino..
