Terrain textures flickering on and off

Hi guys, im not sure how to fix the issue im having. my terrain is flickering on extinction like the detail in the terrain and rocks etc.. any grooves or depth textures are flickering and after a while of not moving my camera it stops, then if i turn my camera it starts again.

My pc im running is a ryzen 5 2600x 3600mhz

Tomahawk b450 Motherboard

Corsair vengeance 16gb

Gtx 1070 

Running the game on a samsung 860 evo 1tb hdd

Not sure if it is anything to do with hardware but all my firmware/software is up to date.

Also looking for suggestions on a potential upgrade so i can run the game smoother because it runs pretty sluggish, even on lower settings.
