need expert guru computer building/upgrade advice

hey all, I'm pretty new here to the forums but not new to the game ;p 

I'm hoping there's some people who know a thing or two about computer builds.. I have an old 2012 Alienware x51 (r1 i think) that I play this dang game on and need some major upgrades, ie; straight whole new computer but am on a budget. My main issues are slow load times for just about everything on this pc, and tons of fps freezing.
