What if you could pin blue prints locking to a smithy but unlock the structure

so people could e.g. put their medium good blue prints that they allow others to freely use out in a way that prevents theft and miss understandings. I often see vaults in new spawn areas with a sign that says something to the effect of "take only what you need" and there might be some really bad blue prints and armor in there, more often than not it's already been cleaned out. If only the owner can remove the pinned bp then the starter base would likely have some journeyman bp there and it'd be usable by all not just the first person to arrive...
