Was it recently tamed and/or downloaded? I believe fresh tames cannot be transferred for 12 hours on officials. If not, are you in range? Tames you are trying to transfer must be within a certain range from your character to show up in the obelisk. Other than that, it's possible transfers are momentarily disabled on your server/cluster due to network downtime or something.
