HLNA is a skin unlike any other Default Survivor Items: it has an actual function in the form of 40 Explorer Notes only unlockable when equipped (even the 5 inside Genesis: Part 1 and the 5 from Santiago). There's a problem however: it's also the only skin you don't get to see in your corpse. Originally done to prevent non-Genesis players from getting it, but Chibis have already given the technology anyway to have a DLC requirement on equipping an item.
"So just enable Default Survivor Items then". Problem here is: we have so damn many skins nowadays that it is enough for twice as what the GUI can show us at once. Not something you want to have to deal with every time you respawn. So, for the actual suggestion, either one of these 3 options would help here:
Like other skins, have HLNA actually be in our corpse when we die so we can just get it back. While it enables non-Genesis players of getting HLNA, the item can just be made to require Genesis to be equipped.
Like before, have Genesis-owners always spawn with HLNA, so we spawn with it without dealing with the giant skin spam.
Allow us to 'summon' HLNA like on Genesis: Part 1, but on any map, and have that be enough to unlock the Genesis Chronicle notes.
Give us an interface that shows us all our former Default Survivor Items with the option to just generate them in your inventory with a simple click, as many as you want. This removes the need to respawn for every skin you want, and removes the skin spam if you want only one (such as HLNA)
