No osd spawning

I just had a question.  What is up with the drops on Extinction?  I have been on and off but sometimes I spend hours on Extinction and not one osd shows up.  I move around the whole map and there are none on the ground.  No trails in the sky showing one has dropped and no plumes of smoke after one has landed.  I could understand if I saw the trail but someone else was there waiting but nothing, no trail, no sound and no columns of smoke.
