It's well worth getting good defenses for the smaller ones that raid or attack, but right now those in actual positions of power are largely friendly. I'm quite proud of our community right now for this reason - it was meant to be a place for players to enjoy the content, without going full-on PVE. Right now that's EXACTLY what it is. There's never been a better time to join than now. There are still a few prime base locations on all of the maps, and the chance of getting harassed by anyone high above your tribe's level of progression is pretty much unheard of.
