Seeing too many engrams

My problem is happening on an Unofficial server, using Steam game client.

For comparison, on Offiical servers when you look at your list of engrams that you can learn some of them are not available and say things like "Learn on Scorched Earth", "Learn on Genesis", etc. But on the Unofficial server I'm running (currently running the Aberration map) all of the players can see every engram and learn every engram from every server but I didn't add any configurations to allow this to happen, or at least I don't think I did.

For example I do not have any "OverrideNamedEngramEntries=" entries in my config files, and I have not ever used the "bAutoUnlockAllEngrams" option.

I did some looking around to see if anyone else has had this problem, but all of the results I get show different problems. What other people are looking for is ways to either to unlock engrams or to hide them altogether. I know how I could hide these engrams using the config files but that's not what I want to do, what I want is to make the game behave normally and show the engrams but also make them unlearnable and show which map they are learned on.

So... am I overlooking something obvious, or have I accidentally set a config option that I've overlooked to make these learnable on every map? Or is this some sort of glitch/bug that other people have encountered?
