UE4 Server engine stalls - Server rewrite needed?

Can a dev tell me, is UE's server engine code threaded? Even on a near empty PvE server there is a lot of stalls during play. It cannot be due to performance when 20/70 players are on. Something seems buggy with server blocking all actions until the event unlocks, it would not be a saveworld event every few minutes.

I recall the developers were seriously considering dumping UE4's server engine code and creating a their own server code, so far I am not seeing any performance improvements overall with stalls flying, rubber banding to previous position, harvesting not showing accumulated items, dinos pause.

Thoughts?
