Rebalance imprint timers (esp with evo events, extra life)

Evo events already cause issues for dinos that are brought out or hatched with an odd number of imprints remaining, as there is usually a point at which the dino has one 1x imprint remaining but will mature too fast to receive it under 2x maturation rates. Most players usually cryo their dinos when they reach this point and before the dinos are fully mature, but this solution causes many issues - such as discouraging breeding and in general discouraging players from maturing their dinos during events which are supposed to 'help' us with maturation and breeding.

With the extra life event coming up, rates in the range of 9x will make these problems even worse. Any dinos with a total maturation time less than 3 days (argentavis, deino, owl, carno, anky, tropeo, spino etc etc) will fully mature in less than 8 hours, meaning players raising these dinos will be unable to imprint them at all during extra life. Dinos with a maturation time just over 3 days, such as the rex and wyvern, will only be imprinted once with approximately a 50% imprint before requiring a cryo, and continued after the event.

These rates will, without additional changes, make it nearly impossible to imprint most dinos properly and for many players will make imprinting slower and harder as it actually requires us to completely stop raising most species during the duration of the event.

Lowering the imprint timer and progress per imprint during events brings back the old balance issues of encouraging players to constantly log in -- even in the middle of the night -- to imprint dinos, so this solution is undesirable even if it will help somewhat with the maturation being too fast for the imprints. 

I recommend instead that the imprint timer be replaced by a 'time since last imprint' mechanic. Instead of an argentavis demanding 6 imprints spaced 8 hours apart over 48 hours for example, the player can imprint freely at any point in the imprint timer, resetting the timer to 8 hours and granting an imprint progress proportional to the time since the last imprint or hatching of the creature. The imprint progress will cap at 8 hours worth, so players are still penalized for not periodically imprinting. In our argentavis case, the player could for example imprint 8 times spaced 6 hours apart, or 48 times spaced 1 hour apart, or any mix of times as long as none of the intervals is much larger than 8 hours (with 4 imprints 12 hours apart for example only providing a capped 4 * 8 hours of imprints for a total of 66.6%, equivalent to the current imprint system). This system allows imprinting to work with arbitrarily high maturation rates (under a 10x rate for example, an argentavis will fully mature in 5 1/2 hours, but players would be able to simply imprint once just before it's fully grown)
