To raise wyverns you need wyvern milk which can only be obtained through knocking out a female wyvern (or killing an alpha wyvern) 2. The egg levels are tied to the levels of female wyverns in the area so if you spot a high level female wyvern there's a good chance you'll find a high level egg.
