Adding Velonasaur to Ragnarok ini broken?

So my roommate and I recently rented a private server on nitrado. We have delved into the coding to bring spawns from other maps to ragnarok using the game.ini (ps4) file and have been successful with abberant creatures, the managamr, and several others. However, we have attempted several times to bring the velonasaur, and failed each time.

We've tried our own code, numerous copy pasted codes from around these forums and the internet. I've tried taking the obviously functional code and only altered it to change for the spawn location and velonasaur, tried changing the location several times, and even tried moving the line of code to an earlier place in the ini file on the off chance there is a spawn limit. Nothing works, we still do not have velonasaurs. The only thing that happens is the local spawns in the vicinity become fewer and far between, and we have to adjust the weights to accommodate so more spawn. 

So now I'm wondering if the game has been changed to prevent velonasaurs from spawning on ragnarok? I have read of several other servers that had them, my roommate has personally played on servers where they were present on ragnarok, and yet we cannot make it work now. Has something changed or is there some unique to velonasaurs trick or bug I haven't learned yet?
