Is it normal for report tickets to immediately be marked "Solved"?

Is it normal for report tickets to immediately be marked "Solved"?

Text obscured in case it's against the rules to share report information, but see below - the ticket I submitted was submitted with a status of "SOLVED". I attempted to create a follow-up, but the follow-up ticket was also created with a status of "SOLVED".



It seems like the submitted tickets are immediately closed by the ticketing system without review, at least when looking at it. Is this normal? Has anyone else seen this behavior? I work in a technical support ticketing system daily, and have never seen it where a ticket is immediately set to a solved status upon submission. Does it mean the ticket is all but shouting into the void with no hope for reply, or support on the issue?
