Very low active NPC count

Hey,

I just rented a dedicated windows server and got Ark up and running with ARK Server Manager.

The process was smooth, I was blown away with how easy it was with the tool, never used it before.

However, on our server the dino spawn rates are in the dirt.

I used setcheatplayer true to see the count, and the NPC and Stasised NPC counts are high (10k+) but the Active NPC remains low (below 100).

I did a dino wipe, I removed mods, it's a fresh map, fresh install, e.t.c. and still can't get it to work.

I increased the dino count multiplier to 6x and the Stasised NPC and NPC counts went way up, active NPC didn't.

Do I just need to wait hours for dinos to spawn in?
