Make underwater bases more accessable

Building an underwater base with vacuum compartments is currently outrageous in cost. Why not make it a little more accessible? I'm not suggesting cheap, but maybe there could be a substitute that may not be as strong but still gets the job done for people not in mega tribes that can afford the element cost to maintain the base?

Maybe some kind of pre tek industrial tier water/air pump and metal/glass. Pump out the water and in the air. Would need air locks like space ships.

@Aylana314159kinda what I was thinking. I think Greenhouse panels could work as well as metal for building underwater, considering that both those 2 materials should be able to keep water out anyway. Airlocks would be pretty sweet. If one section gets damaged, that section gets closed off in order to prevent the rest of the compound from filling with water.
