Obviously when the ice wyvern was first introduced in ragnarok, people were exited to see a new element on a wyvern and they have a popular design.. exept one thing... their breath while looking cool all it does is a bit of damage and a slowing effect. BUT with the edition of the extinction DLC we see the frozen effect that the snow owl, managarmr, and ice titan can do, so I propose that this effect is applied to the ice wyvern to replace the slow debuff and for example one breath from the wyvern would instantly freeze smaller creatures (like raptor and smaller) instantly for like 10 seconds, while bigger ones take two or even three breaths to freeze and so on and so forth. Especially since the new free DLC map Valguero has a focus on them as they get their own trench there.
