Tieing Engrams to a Structure

I am attempting to tweak engrams to hook into a new "research station" for a more RTS-style unlock process rather than having engrams dependent on character level. Best I can tell I will need to create a new engram for each item that I intend to use in this new system to avoid modifying the core game data. Is there a cleaner way to do this before I invest the time into copying each item by hand? I've worked through Zenrowe's series but this is my first time modding so some of it was way over my head and I want to make sure I haven't missed an easier solution.
