You can block whatever you want on PvP as this is actually part of the game. If someone got banned, it was most certainly for something unrelated to blocking an obelisk. Or a GM completely forgot the difference between PvE and PvP. It has happened on several occasions where someone on PvP got wiped and banned by incompetent GMs who forgot the server they wiped the player on was in PvP, which permits blocking.
