It has more to do with the different versions as opposed to the functionality. Cross play between console versions is more plausible however still unlikely because even the Xbox and Windows 10 version has issues.

The only way for PS4 to have cross play with Steam would be for the console certification process to be lightning quick and we all know that will never happen, and even if it did, the devs favour Steam over console because it doesn’t have certifications so will never wait to push an update. Steam will always have everything first as soon as it’s available, an impossible feat for Sony who as of late can’t even compete with Microsoft on console certification speed.

Not just that it's also because when WC tried before Sony said they didn't want to "expose kids" to predators. except with any multiplayer game, this happens. Why Sony Why

Such a BS claim from Sony when in fact it’s there network which is the weak one, i.e. exposing card details to hackers.
